If elected as a City Councillor, what would be your top priority, and how will you address it?
After four years of the new wards, my first order of business will be ensuring that City Councillors are set up to properly represent the needs of their residents. With 100,000+ residents in Parkdale-High Park, I'm hearing repeatedly that people don't feel heard and that their concerns have not been addressed or responded to. We can't keep burning out good councillors or simply concede that wards are too big to represent well. We need new systems and increased resources to ensure councillors can respond locally while tackling city problems.
What should the next City Council do about housing in Toronto? Why?
Cities and neighbourhoods fail when different kinds of people can't afford to live there. We're seeing this in many US cities and the next City Council has to do everything it can to ensure Toronto is affordable for a mix of income levels, organizations, businesses and demographics. There is no silver bullet. When it comes to housing, we have to be doing everything we can, simultaneously. Introducing new types of buildings, infill, lowrise and smart density. We need to pull more policy levers to protect tenants and incentivize rental stock.
What should the next City Council do to mitigate the effects of climate change and reduce its progression? How?
Climate has to be a lens on everything we do. Some of the highest levels of GHG emissions come from vehicles so we need to get people back on transit. We need to create a connected network of commuter bike lanes and extend the railpath cycling route. We need to see what's coming, map and address our vulnerabilities, from heat and food insecurity to flooding and aging infrastructure. And we need to create emergency preparedness protocols, learning from Covid and the disproportionate impacts on low income and racialized communities.
What should the next City Council do to improve the ability of the people of Toronto to get around safely and efficiently? How?
We need to do everything we can to get people back on transit. We need to address the mismanagement of construction and major infrastructure projects that are closing transit lines and major intersections. We need to create a network of commuter cycle paths, and should make a marquee bike lane along the rail path on both sides of the city. We should prioritize safety and redesign dangerous intersections. And we should speed everything up by addressing the city's internal procurement, hiring and implementation challenges.
Should the next City Council change anything about municipal taxes or city services? Why?
Well that's a broad question! Cities are constantly changing and taxes and services should always be a reflection of the moment and the needs of our residents. When I worked for the Mayor, I helped introduce the City Building Fund, which is an annual property tax increase designated to transit and housing projects. Tax increases tied to specific service or capital improvements always face widespread support. But I also think we need to renegotiate longterm funding with the feds as cities are carrying almost every front line service and crisis.
What should the next City Council do about the City of Toronto's approach to policing its residents and making our communities safe? Why?
We need to start with objectives. What are we trying to do? What are the problems we face? What's standing in the way of community safety now? With objective based budgeting, we can talk clearly about where we are and where we're trying to get. Do we need to invest more in mental health services, employment, non-police crisis response and other mechanisms to improve safety? We also need more transparency into the police budget, in order to assess options. We know its $1.1B and 10% of our annual budget, with ~90% going to salaries.
If elected as a City Councillor, what would be your top priority, and how will you address it?
Housing for all families and individuals living at or below the Ontario-Toronto poverty line. I will pursue an agenda that ensures developers will only be allowed to proceed with any project provided they can prove that the project provides 100 percent housing for those at or below the poverty line. I would also fight to abolish the OMB (name has changed) and instead allow our elected officials' decisions to stand, rather than being overturned by a quasi-judicial board run by developers and their lawyers.
What should the next City Council do about housing in Toronto? Why?
Cease all building permits until it is proven by the developer that the project provides 100 percent housing for any family or individual living below the Ontario-Toronto poverty line ($50,000 for family, $27,000 for individual). If our citizens can't live comfortably and securely, they simply can't grow and help our community grow. Rather, they grow more poor and more disenfranchised. This MUST stop. It's not a revolution, it's a solution.
What should the next City Council do to mitigate the effects of climate change and reduce its progression? How?
Ban cars in the downtown core (Bloor to the lake, Jane to Coxwell). Ban the making and selling of cars in the GTA. Free bicycles for every citizen who wants one. Free TTC.
What should the next City Council do to improve the ability of the people of Toronto to get around safely and efficiently? How?
Free TTC.
Should the next City Council change anything about municipal taxes or city services? Why?
See above. If the housing crisis is not fixed, if people are not safely housed, if they can't afford to live, our city is diminished each and every day, bit by bit. Municipal taxes will be shouldered by the rich 1%.
What should the next City Council do about the City of Toronto's approach to policing its residents and making our communities safe? Why?
Status quo. They're doing a fine job, our police, in a city that is broken. It's a hard job. I commend our front line and first responders.
If elected as a City Councillor, what would be your top priority, and how will you address it?
I‘ll bring forward new ways of doing politics in Parkdale-High Park. Our communities haven’t been listened to for decades. We live here, experience the problems and are key voices in the decision-making table. I will commit to a code of ethics for governing that includes a two term limit, full transparency around my meetings, training the next generation of political leaders, and building formal neighbourhood councils so that residents are centred in political decision-making.
What should the next City Council do about housing in Toronto? Why?
End the criminalization of houselessness, repeal the no-camping bylaw & support a dignified shelter system that gets folks into deeply affordable units with wrap-around support. Build & repair public housing and create opportunities for new good job development. Use City-owned property, like Green P parking lots, to build missing-middle housing. Fight bad landlords, protect tenants from renovictions, & make home ownership affordable with a progressive property tax deferral. Increase funding for the Multi-Unit Residential Acquisition Program.
What should the next City Council do to mitigate the effects of climate change and reduce its progression? How?
Invest in community-led local climate emergency preparedness plans, prioritizing seniors, folks with disabilities, & those living in high-risk areas such as flood plains. Accelerate the Net Zero Existing Buildings Strategy & support mandatory tiers in the Toronto Green Standard. Improve waste-management. Accelerate the Community Benefits Program to increase access to land for food growing, employment, & public spaces. Housing is part of climate justice. Implement max temperature in buildings & require landlords to make units climate-safe.
What should the next City Council do to improve the ability of the people of Toronto to get around safely and efficiently? How?
Integrate the TTC, GO, & UP Express. Expand the TTC’s green fleet. Introduce free fare programs for equity-deserving community members. Increase ridership by abolishing the fare inspection program & redeploying fare inspectors as route supervisors & station ambassadors. Accelerate building protected road infrastructure for cyclists & pedestrians, including extending the Bloor Bike Lane & building new protected bike lanes. End the policing of cyclists. Create transparency with the TTC’s budgetary decisions & Board elections.
Should the next City Council change anything about municipal taxes or city services? Why?
We must find revenue tools that do not involve ticketing everyday people. Increasing property taxes will bring new revenue to fund city services, with a progressive deferral program for folks struggling to afford buying a home. Municipal taxes should target corporate landowners, big businesses, & mega developers, in order to hold them accountable for minimum standards & ensure they are investing in deeply affordable housing & robust city services.
What should the next City Council do about the City of Toronto's approach to policing its residents and making our communities safe? Why?
We spend more on policing than we do on housing, transportation, social services, & libraries combined. Expand non-police crisis response programs by making our current pilot programs permanent & integrating social workers & workforce development strategies. Invest in Community Health Centres that provide harm reduction & comprehensive health care to vulnerable community members. Reinvest the police budget into preventative community-led neighbourhood safety initiatives. Build community wealth through Toronto’s Social Procurement Program.
What should the next City Council do about housing in Toronto? Why?
Everyone has a right to decent housing. We need to protect existing affordable housing from landlords trying to increase rents. We need to support non-profit housing providers to build affordable housing in mixed communities with services. We need to push for the Mayor and Council to implement inclusionary zoning. We need a judicial inquiry into Encampment clearings. The housing crisis will only be solved by creating affordable housing, not punishing those without. I have been working on solutions, and will continue to do so.
What should the next City Council do to improve the ability of the people of Toronto to get around safely and efficiently? How?
Our focus for local streets needs to be safety for vulnerable road users. We need to fix local roads with lower speed limits, stop signs, speed bumps and intersections designed for pedestrians and cyclists. We need more connected cycling infrastructure, and the expansion of the Bloor Bike Lane into Etobicoke. Local plans must include access to the Western Waterfront, increased safety on Parkside Drive, making High Park accessible and safe for all users and more. Council must substantially increase investment in the TTC, increasing service.
What should the next City Council do to mitigate the effects of climate change and reduce its progression? How?
Council needs to act now to reduce emissions, protect people from more intense storms, heatwaves, and flooding, and build a zero-waste economy. We have one of the most ambitious emissions reduction strategies in North America, but we need to keep pushing it forward. We need, more funding for a better TTC, more safe and accessible cycling infrastructure, to push Council for commitment to meeting the targets, protection of our natural environment, to make polluters pay, and bring in climate resilient building design and construction.
Should the next City Council change anything about municipal taxes or city services? Why?
After 12 years of austerity budgets, our City is falling behind. Our city services are not able to keep up, and residents are noticing the difference. To reach our housing, transportation, and environment goals we need strong city services to move forward. I support an above inflation property tax increase to ensure we reach our goals. Council must push for additional revenue tools from the Provincial government to diversify revenue away from property taxes.
What should the next City Council do about the City of Toronto's approach to policing its residents and making our communities safe? Why?
I support de-tasking the police, to move services away from the TPS and transfer the roles to alternative sources who are more appropriate to do that work. We must stop relying on police enforcement, and make the structural changes necessary through social investment that allow everyone to thrive. In Ward 4, we are home to one of the 4 Crisis Response Pilots taking place across the City that I was proud to champion at Council, allowing the deployment of unarmed, medically trained crisis intervention assistance staff.
If elected as a City Councillor, what would be your top priority, and how will you address it?
Ward 4 has a number of important projects already underway which need immediate action when council returns. The tendering process must move forward for the Parkdale Hub, creating new affordable housing units. The High Park Movement Strategy will report back on how we will create a better system for all users to travel through the park. Complete street designs for Parkside Drive are in progress now and need to be implemented. As Councillor, I will continue to build affordable housing, protect our environment, and create safer streets.
What should the next City Council do about housing in Toronto? Why?
...RENT CONTROL/ shared dwellings for the needful and allowing innovative housing with less restrictions but within the building code & standards for safety. The City of Toronto must address the current delays in the expansion of affordable housing inventory by expediting the review at all levels of government for the benefit of the citizens including new families that will immigrate & contribute to… TORONTO…the best CITY to live in!
What should the next City Council do to improve the ability of the people of Toronto to get around safely and efficiently? How?
I believe in: • Seamless transit- respectful parking- " BE Nice don't PARK twice"- courtesy notes of private laneways- ie. please do not block my driveway • Less traffic congestion & improving GTA/provincial travel network- via bike paths/ electric vehicles/ respectful drivers/ cyclists observing safety and all traffic laws! The need to focus on planned neighbourhoods and communities that will create new improvements of positive growth for safe family homes which contribute to richly diverse living opportunities within Toronto/ GTA " engaging in 3 levels of government to mitigate the effects of climate change and reduce its progression...! If elected as a City Councillor, what would be your top priority, and how will you address it?
As potential Toronto City Councillor, my priority is to encourage our right and privilege "TO VOTE"... with less than 50% of the voters NOT voting...this is a concern to the Free Democracy of Toronto, all of Canada and the World! Only after all the voters make a decision, this is when a new Councillor can address our way of life, taxes and our future...this will never go away...if you don't VOTE for STEVE YUEN...please at Least VOTE! ...to make your voice count and be heard!

Policing, Justice, Hope and Charity...starts with respect with each other in the Toronto and the GTA Community" We need to be kind, aware of our neighbourhood events and actions, respectful of other people’s property, mental well being, cultural differences, personal + gender identification, mindful of our children, seniors ... "family first. Love comes right after..! ...if you're not part of the SOLUTION...you’re part of the PROBLEM..?" VOTE NOW ...HAVE YOUR VOICE HEARD- please ELECT-STEVE YUEN 4-WARD-4!
